Killdeer, although not a threatened species, is protected by the Migratory Bird Act.

It is protected in the US by the Migratory Bird Treaty Act of 1918 ( https://en.wikipedia.org/wiki/Migratory_Bird_Treaty_Act_of_1918 ) , [ 38 ] ( https://en.wikipedia.org/wiki/Killdeer#cite_note-39 ) and in Canada by the Migratory Birds Convention Act ( https://en.wikipedia.org/wiki/Migratory_Birds_Convention_Act ). [ 39 ( https://en.wikipedia.org/wiki/Killdeer#cite_note-40 )

So, it can be reported to the Dept of Fish and Wildlife. Probably need documentation like a video to prove it and then need some ID data for them to act, like a license plate or an address.
