This is horrible. Thank you for stepping up & trying to stop this gross encroachment in the park. I don’t comment on this site very often.
Here are two suggestions: 1) try to get a video of the incident before going up to owner. If owner refuses to cooperate, take video to HB Public Works, Parks & Rec Dept. See if you can any help from them. We have a pretty good Parks & Rec Dept here in Fullerton. Dept reps met Sam Bressler & me in Gilman Park so we could discuss landscaping suggestions
more conducive to bird nesting.

Good morning all,
I just got into a very heating confrontation with a dog owner that was laughing about his off leash Dog chasing and almost killing both of the killdeer parents at HCPE. This went on for several minutes before I got over to "say" something to him. Luckily the young were able to hide in the reeds The owner told me he comes early so its ok to have his dog off leash. I've witnessed another dog killing a baby goose before.
My question is are there any resources (other than DFW that I have had no luck with) that we can tap into to address this issue? Possibly petition the HBPD to have "emphasis" patrols. Once a month or so to issue citations. Better signage may be of some use. Bolsa Chica seems to have benefited from it.
Normally I'm a pretty chill guy but not this morning. Maybe I should've just waited to send an email but then I probably wouldn't. It was definitely not the first thing I wanted to see when I entered the park.
I'm not sure if this is the best area to address this but I am really at a loss of what to do.
P.S. can we all just stop harassing birds to the point of fatigue. (Vermilion flycatchers etc...)
